PROJECT DESCRIPTION: Charleston Marine, a new commercial development for boat sales, service, and storage, is located on S-33 (Clements Ferry Road) at Joyner Lane (private road) on an approximate 4.3 acres parcel. The parcel also contains a 50-ft ingress/egress easement for Joyner Lane and utilities easements along Clements Ferry Road. Plus, it has a unique shape since it surrounds a 0.71 acres parcel.
Charleston Marine purchased the property in December 2020 and enlisted J. Bragg Consulting to assist during their “due diligence” phase and perform the overall civil/site design and permitting as we had developed civil/site plans and permitting packages for the previous owner.
CHALLENGES: The client was interested in maximizing the site’s available space, and as such, submitted a variance request during their “due diligence” phase. J. Bragg Consulting prepared a conceptual plan to assist with the variance request:
- Remove Street Arterial Bufferyard along Clements Ferry Road due to existing 20’ and 25’ utility easements which was approved.
- Remove 25’ Type B Bufferyard along Joyner Lane since road provided separation to residential properties was not approved.
- Eliminate landscaped islands within storage area and this was approved based on installation of an 8-ft privacy fence.
- Increase storage area from 25% to 75% which was approved
RESPONSIBILITIES: To further maximize the site’s available space, green infrastructure techniques were implemented as an infiltration study had been performed by the previous owner and this information was transferred to Charleston Marine. Pervious gravel and permeable pavers will be installed which allows the site to exceed the County’s stormwater requirements.
J. Bragg Consulting prepared civil/site plans and permitting packages which included drainage design, water and sewer design, road plan and profile for Joyner Lane and the site’s entrances to Clements Ferry Road and Joyner Lane, grading plan, SWPPP plan, etc. Permitting packages were sent to Berkeley County Planning & Zoning and Engineering for MS4 and construction approval, SC DHEC NOI for Land Disturbance and Wastewater Facilities, Charleston Water Service for sewer line extension and utilization of existing water line tap, OCRM CZC concurrence.
J. Bragg Consulting, through the contract with the previous owner, had obtained the encroachment permit for a commercial site and coordinated the size and location during the widening of Clements Ferry Road.
