PROJECT DESCRIPTION: Kingston Row is a new residential subdivision project located in the Town of Mount Pleasant, South Carolina. Comprising five lots off Rifle Range Road, the development aimed to provide a comfortable and sustainable living environment for its residents. The project included the construction of a public roadway, public water, and sewer systems, and essential infrastructure to support a thriving community.
The design aspects of Kingston Row focused on efficient and sustainable civil engineering practices. Stormwater management was a key component, which incorporated standard roadway drainage and an infiltration basin to utilize the porous sandy soils on-site. This design helped control storm events up to the 100-year storm, ensuring that water levels were maintained at pre-development conditions. Additionally, the extension of water and sewer systems was carried out in compliance with the South Carolina Department of Health and Environmental Control (SCDHEC) regulations, ensuring the safety and well-being of the community.
CHALLENGES: Challenges faced in the development of Kingston Row included securing off-site easements for the connection of the sewer system to an existing manhole, navigating tree mitigation ordinances, and coordinating with the project arborist, geotechnical engineer, and SCDOT for encroachment permitting. The project was situated within an MS4 permit area for the Town of Mount Pleasant, which mandated strict adherence to stormwater management guidelines.
RESPONSIBILITIES: As the engineer of record, the project responsibilities encompassed all aspects of a civil site design project. This included overseeing the design and permitting processes, managing the project from inception to completion, and ensuring post-construction closeout. J. Bragg Consulting’s site design included site planning and design inclusive of demolition, tree protection with mitigation, grading, drainage, erosion control, water, sanitary sewer, and roadway design.
