PROJECT DESCRIPTION: The Town of Patrick desired to make roadway and drainage improvements to Patrick Town Hall Road as well as meet ADA compliance requirements for an existing sidewalk, and the Town requested funding through the Chesterfield County Transportation Committee, managed by the Pee Dee Regional COG. The existing road was a one lane dirt road and the existing concrete sidewalk ended at a grass area between the sidewalk and dirt road.

The project involved paving and improving approximately 500 LF from SC 102 to S-357 (Douglas Street). J. Bragg Consulting (JBC) designed the road to provide two 9-ft travel lanes with improved shoulders, slopes, and swales. To improve drainage at SC 102, JBC performed the drainage analysis and design for the installation of a new crossline pipe under Patrick Town Hall Road and improve a swale to eliminate an area of standing water to allow it to drain to the crossline pipe under SC 102. At S-357, an asphalt speed bump was installed across the new road to direct S-357’s water into its ditch instead of sheet-flowing down the new road onto private property. JBC also designed the sidewalk to meet ADA compliance which included removing 13.5 LF and reconstructing the sidewalk with a 12:1 max slope to tie to the new road along with installing the detectable warning material. 

In addition, JBC along with the Town and COG project manager coordinated with one property owner for improvements to their driveway for the connection to the new road. JBC designed the driveway connection which required removing a portion of the concrete driveway and paving a new asphalt apron to tie to the road. JBC also performed utility coordination and designed the project so utility relocations were not required.

RESPONSIBILITIES: JBC performed roadway and drainage design, utility coordination, permitting, and property owner coordination to develop construction plans for improvements to Patrick Town Hall Road. JBC also had on-going coordination with the COG project manager and Town throughout the design process.

JBC incorporated pavement markings and signs into the design and sidewalk details for constructing it to ADA requirements. JBC prepared two SCDOT encroachment permits for each intersection and the SCDHEC Notice of Intent for Land Disturbance for < 1 acre. JBC developed the bid documents including project specifications, final quantities and construction cost estimate. After the project was let for construction, JBC responded to general contractor inquiries and provided CADD files for their use.
